The Virginia Uniform Statewide Building Code requires a building permit (or a mechanical, electrical or plumbing permit) anytime a building or structure will be altered, constructed, converted, demolished, enlarged, moved, improved or repaired; or in a flood zone. Some examples include: decks, pools, hot tubs, crawlspace and replacement of gas fire appliances.

The Building Safety & Permits Division is responsible for the administration and enforcement of the Virginia Uniform Statewide Building Code.
